Compliance

Data residency, retention, deletion.

Maritime emissions compliance has multiple distinct functions in the regulatory chain. Provenship occupies one of them. Confusing the categories is how operators end up paying twice or filing reports that the verifier rejects.

Provenship is

  • A calculation platform that computes FuelEU Maritime, EU ETS shipping, and IMO CII obligations from operator-supplied bunker and voyage data.
  • A reporting platform that produces the Reg. (EU) 2015/757 Annex II shape PDF and machine-readable exports.
  • An audit trail from any euro on the report back to the bunker delivery note PDF that grounded it.

Provenship is not

  • An accredited verifier. Under Reg. (EU) 2015/757 Article 11 the emission report must be verified by an accredited verifier before submission. Provenship produces the report; the accredited verifier signs it. In Phase 1 we are integrating BoldSign so the verifier can co-sign within the platform.
  • A bunker fuel certification authority. We consume bunker delivery notes. We do not certify fuel quality, do not arbitrate disputes between supplier and operator, and do not issue ISO 8217 conformance statements.
  • A flag-state administration. We do not issue Statements of Compliance (FuelEU) or DCS / SEEMP-III approvals (IMO). We compute the underlying numbers an administration would evaluate.

Legal status as of 2026-07-29

Provenship operates as a software vendor under SaaS contract. We are not regulated by a flag-state administration. We are not a notified body, classification society, or recognised organisation under SOLAS.
